On July 7, China Minmetals held the 3rd meeting of its Work Safety Committee and Emergency Management Leading Group for 2026. Chen Dexin, Secretary of the Party Leadership Group, Chairman of the Board and Director of the Work Safety Committee, presided over and addressed the meeting. Zhu Kebing, Deputy Secretary of the Party Leadership Group, Director, General Manager and Deputy Director of the Work Safety Committee, along with other members of the leadership team attended the meeting.

The meeting conveyed and studied General Secretary Xi Jinping’s important discourses on work safety and his directives on disaster prevention, mitigation, and relief, and deliberated on the work safety, emergency management, and key priorities for the next phase.

The meeting observed that, since the start of this year, China has seen a number of major, serious, and representative accidents across various sectors—including hazardous chemicals, mining, construction, fire safety, and fireworks and firecrackers. What these incidents reveal is a distorted performance mindset: one that favors quick fixes over fundamental solutions, response over prevention, appearances over reality, and immediate results over lasting effectiveness.

The meeting stressed that all units must clearly recognize the severe situation and thoroughly implement General Secretary Xi Jinping's important discourses and directives. It called for establishing and practicing a correct view of performance, consolidating the safety foundation with a work style of "practical action and tangible results." It required a profound reflection on the question of "for whom we pursue achievements," and urged that we remain firmly grounded in the people-first, life-first philosophy. It also stressed the importance of properly balancing visible achievements with underlying contributions.

The meeting required that enterprise leaders at all levels highlight their role as "strategic planners" in work safety, and must overcome luck-based mentality and complacency. It called for identifying and preventing safety risks in the third quarter, with a focus on analyzing and controlling the overlapping risks of high temperatures and flood season. Key areas such as high-steep slopes, tailings ponds, tunnels, bridges, deep foundation pits, and construction camps must be subject to targeted inspections. Lessons from typical accidents must be thoroughly learned, and all units shall examine blind spots in responsibility implementation by drawing inferences from one case. The meeting underscored the importance of bringing the three-year campaign to address the root causes of safety issues to a successful conclusion, and urged a holistic reinforcement of safety management across all enterprises and construction projects—both at home and abroad. Special focus should be placed on projects under active construction, maintenance and renovation works, and mines nearing completion, while three-party confirmation, safety briefings, and tagging procedures must be further strengthened. As China has now fully entered the main flood season, the meeting urged solid preparedness for disaster prevention and emergency response, ensuring timely deployment of emergency supplies, implementing all preventive measures to the highest standards, and continuously strengthening emergency response and handling capabilities to ensure a sustained and stable work safety situation at China Minmetals.
