In accordance with the arrangements of the Party Leadership Group, China Minmetals held an emergency meeting on flood control and disaster relief on the afternoon of July 7 to convey and study the guiding spirit of General Secretary Xi Jinping’s important instructions on flood control and disaster relief work, and to study and arrange relevant flood prevention and disaster relief measures. Zhu Kebing, Deputy Secretary of the Party Leadership Group, Director and General Manager of China Minmetals, presided over the meeting and made work arrangements.

The meeting noted that China has entered its peak flood season, a period characterized by frequent extreme weather events, including heavy rainfall, gale-force winds, and lightning. These conditions have already triggered flooding and geological disasters in multiple regions, underscoring a persistently severe and complex workplace safety landscape during this critical period. Enterprises at all levels must fully recognize the sudden, extreme, and unpredictable nature of severe weather. Comprehensive preparations must be made in terms of mindset, materials, manpower, and organizational structure to address any potential emergencies. It is imperative that they strengthen their sense of responsibility, mission, and urgency.

The meeting emphasized full compliance with General Secretary Xi Jinping’s important instructions on flood control and disaster relief, and strict adherence to the people-first, life-first principle. All subordinate companies must prioritize flood and disaster response, prepare for major floods, severe droughts and intense typhoons, adopt bottom-line and worst-case thinking, reject complacency and fluke mindsets, and ensure accountability across all tiers.

The meeting underscored the importance of elevating political awareness, calling on chief principals at all levels to personally take charge of deployment and enforcement. It demanded rigorous implementation of the flood and drought relief responsibility system, full mobilization of grassroots Party organizations as strong battle fortresses, and active demonstration of Party members' pioneering roles—all in a resolute effort to protect people's lives and property by every possible means. We must adopt a forward-looking approach with prevention as our top priority, and work in close coordination with relevant local government departments to ensure that early warning information is delivered to the front line and grassroots communities without any delay. At the same time, we must guarantee the full, compulsory, and early evacuation of all individuals at risk during flood prevention and emergency relocation operations. We must spare no effort in preventing and responding to river flooding. Mining enterprises should maintain heightened vigilance over tailings pond safety during periods of heavy rain, while construction companies must keep a close watch on flood hazards such as those posed by deep foundation pits, and take comprehensive steps to ensure the safe passage of all ongoing projects through the flood season. We must carry out comprehensive, project-by-project inspections of safety conditions at all construction sites in high-risk areas, step up patrols during critical windows, and address any discovered hazards without delay. At the same time, we must ensure swift and effective emergency rescue and disaster relief operations, and deliver assistance to affected populations with the greatest possible care and empathy. We must go all out to enhance grassroots capacity for disaster prevention, mitigation, and relief, while providing stronger professional guidance and services directly to the front line. The leadership duty system and 24‑hour on‑call standby at key posts must be rigorously enforced, reporting responsibilities must be firmly cemented, and any delay, omission, or concealment of information must be resolutely prevented.
