The Consulting Service of Bankable Feasibility Study for Townlands Chrome Project (hereinafter referred to as the “Project”) , which is directly owned by Vizirama 148 (pty) Ltd. (hereinafter referred to as “Vizirama”).
Vizirama, an indirect subsidiary of China Minmetals Corporation is evaluating a Chrome and PGM mining, mineral separation and concentration project near Rustenburg, South Africa. The Project site is located approximately 80km North West of Johannesburg on the Townlands Property, which comprises Town and Townlands of Rustenburg 272 JQ and Remainder of Portion 1 of the Town and Townlands of Rustenburg 272 JQ, both of which are located within the Rustenburg municipal boundary in the North West Province. The Project is expected to consist of development of a mining complex with infrastructure and Chrome & PGM beneficiation facilities targeted at a ROM capacity of 1.2MTPA.
During 2013, Vizirama commissioned the then TWP Projects (Pty) Ltd. (now WorleyParsons TWP) to undertake a Pre-Feasibility Study. Currently Vizirama is seeking for a further step by carrying out a Bankable Feasibility Study (BFS), therefore is now inviting vendors with relevant experiences and expertise to submit an Expressions of Interest for undertaking a Bankable Feasibility Study Report with respect to the Project.
The candidate consulting firm should meet the following requirements:
1. The mining consulting service should be operated in professional style of international-leadership in the mining industry;
2. It should possess competitive advantages and rich experiences in conducting of BFS and EPCM on metallic mining projects;
3. It should have a comprehensive and complete team of experts and professionals of all disciplines and fields required for the purpose of this Project.
The interested consulting firm should provide pertinent information to demonstrate its ability and qualification to complete the Project, which should include but not limited to the following contents:
1. Introduction of the company including name, time of establishment, registered place, current ownership structure and its historical evolution, results of operating performance and etc;
2. Documents of proven records evidencing its relevant experiences and qualifications, with reasonable details regarding the relevant projects preferred;
3. Elaboration on skills and achievements of the leaders of each profession and major team members who are about to be assigned to work for this Project.
If the consulting firm needs association with others to strengthen its qualifications, a statement should be made clearly on such arrangement including but not limited to what role is associated and the estimated weight of its work as percentage to the whole, and etc.
Selection of the consulting firms will be conducted through an evaluation of above documents and qualifications in the method of Quality-Based Selection (QBS) with reference to Guidelines Selection and Employment of Consultants by World Bank Borrowers.
