Deadline for Bids:          October 26, 2010

1.   The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Xinjiang Urban Transport and Environmental Improvement Project (Loan No. 2526-PRC). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2.   Now, MINMETALS International Tendering Co., Ltd. “the Procurement Agent”, which has been authorized by Xinjiang Changji Construction Bureau and Kuitun Construction Bureau (the "Purchaser") to act for and on its behalf, invites sealed bids from eligible bidders for the Sanitation Vehicles, Road Maintenance Facilities, Road Lighting and Traffic Facility (the "Goods"), more particularly described please refer to the Section Ⅵ--Schedule of Supply of each Bidding Document.

3.   Bidding will be conducted through the international competitive bidding procedures (the Single-Stage: One Envelope bidding procedure) and is open to all bidders from eligible source countries.

4.   Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below.

5.   To purchase the Bidding Documents in English, eligible bidders should:

?         Submit a written application to the address below between 9:00-11:00 a.m. and 2:00-4:00 p.m. (working day only) from 10 September 2010.

?         Pay a non-refundable fee of RMB3000 or US$450. The method of payment will be by certified cheque or cash. The document will be sent promptly via courier for an additional fee of RMB150 for local delivery or US$20 for overseas delivery as registered mail address. Responsibility for late deliver or loss of the documents so mailed.

6.   Bids must be delivered:

?         on or before the deadline: 10:00 a.m., October 26, 2010 (Beijing Time)

?         together with a Bid Security of the amount not less than 2% of Bid Price

Bids will be opened immediately after the deadline in the presence of bidders’ representatives who choose to attend. The Purchaser will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids. Late bids will be rejected. Alternative bids will not be considered.

7.   When comparing Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
