On May 12, Chen Dexin, Party Secretary and Chairman of China Minmetals, conducted inspections of several Beijing-based enterprises under MCC, namely the State Key Laboratory of Iron and Steel Industry Environmental Protection at the MCC Central Research Institute of Building and Construction, the Daxing Test Base of MCC Inspection, MCC Capital Engineering & Research Incorporation Limited, MCC CISDI Electric Technology, and MCC Communication Construction Group. He also extended his greetings and encouragement to the frontline cadres and staff. Cheng Yong, Deputy General Manager and member of the Party Leadership Group of China Minmetals, took part in the inspection.

Chen Dexin conducted successive visits to the following locations: the Information Technology Exhibition Hall of the State Key Laboratory of Environmental Protection and the Solid Waste Laboratory at the MCC Central Research Institute of Building and Construction; the Large Structure Laboratory and Metal Materials Laboratory at MCC Inspection; the test area of the Research Institute of MCC Capital Engineering & Research Incorporation Limited and MCC Digital Technology Company; the core product exhibition area and lean production line of MCC CISDI Electric Technology; and MCC Communications Construction Group. He gained a detailed understanding of each unit's production and operations, technological innovation, and Party building. He also held discussions and exchanges with cadres and staff, affirmed the achievements made by each unit, and set forth requirements for the upcoming phase of work.

Chen Dexin emphasized the need to thoroughly study and implement the important directives issued by General Secretary Xi Jinping regarding the work of central state-owned enterprises, to continuously strengthen our sense of responsibility, mission, and urgency, to remain steadfastly focused on the “Three Services,” to stay committed to our core responsibilities and main business, and to fulfill our duties and mission with determination. We shall diligently conduct educational activities aimed at establishing and practicing a correct view of political achievements, fully implement General Secretary Xi Jinping's important requirements of the "three areas of earnest and solid work," and ensure that these activities are carried out in a thorough and practical manner, as evidenced by concrete actions and tangible results. We shall accelerate the development of new quality productive forces by unswervingly pursuing core technology self-reliance and differentiated development, strengthening basic research, improving the commercialization of R&D achievements, and actively promoting the deep integration of technological and industrial innovation. We shall enhance internal coordination and integrated development, fully leverage technological advantages in ferrous metallurgy, vigorously advance the integration of ferrous and non-ferrous metal technologies, and actively pursue development paths toward intelligentization, low-carbon solutions, and diversification into new materials and new energy, thereby better supporting the high-level integrated development of China Minmetals' full industrial chain. We shall consolidate, improve, and strengthen the State Key Laboratory of Environmental Protection by contin0uously refining its operating mechanisms, implementing tasks in a measured and results-oriented manner, adopting an open approach to research, concentrating efforts on overcoming key challenges, and pooling resources to build a source hub for technological innovation. We shall enhance the development of research talent teams, to vigorously cultivate scientists, chief experts, and academician teams, and to motivate all researchers, cadres, and staff to act with initiative, demonstrate genuine commitment, and achieve tangible outcomes. We shall unswervingly uphold and strengthen the Party’s overall leadership, intensify rigorous Party self-governance, protect the bottom lines and red lines of corporate development, and use high-quality Party building to steer and secure the enterprise’s high-quality growth.

During his inspection of MCC Communications Construction Group, Chen Dexin reaffirmed that the company shall closely adhere to China Minmetals' strategic positioning as "the national team for resource security and the main force serving new energy and new materials." This positioning, he noted, dictates that the company further refine its development direction, rigorously study and formulate its 15th Five-Year Plan, and leverage its comparative advantages through innovation in order to comprehensively intensify efforts toward high-quality development. We shall strengthen full-process project management capabilities through comprehensive measures and coordinated efforts across all key areas, including project acquisition, management, operation, audit, and team building. We shall resolutely pursue the goal of "generating efficiency through cost-conscious operation, increasing efficiency through meticulous management, and enhancing efficiency through reform and innovation." We shall achieve comprehensive strengthening of risk prevention and control, ensuring unwavering adherence to the bottom line of compliant operations, intensifying the development of "integrity projects," and resolving historical issues with resolve and full legal compliance, thereby solidifying the foundation for the enterprise's high-quality development.
