On the morning of April 29, China Minmetals held its 2026 annual legal work conference. Chen Dexin, Secretary of the Party Leadership Group and Chairman of China Minmetals, and the responsible official from the Policy and Regulation Bureau of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, attended the meeting and delivered speeches. Wang Jiezhi, Deputy Secretary of the Party Leadership Group and Board Director of China Minmetals, presided over the meeting and read out the commendation decision. Cheng Yong, member of the Party Leadership Group and Deputy General Manager of China Minmetals, conveyed the spirit of the central enterprise legal work conference and delivered the 2026 annual legal work report. Members of the leadership team who were not away on business trips attended the meeting.
The meeting conveyed and studied the spirit of General Secretary Xi Jinping’s important instructions on advancing the rule of law in all respects. In his speech, Chen Dexin noted that throughout the 14th Five-Year Plan period, China Minmetals attached great importance to becoming a law-based enterprise and accomplished a great deal of productive work in that regard. It called for adhering to, establishing and applying a proper view of performance, and keeping the development of the rule of law on the right course. We shall concentrate on our main responsibilities and core operations to enhance legal services' capacity to deliver support and protection. We shall keep reinforcing the "four mechanisms" for risk prevention and control, strictly enforce the "three lines of defense" in compliance reviews, and effectively monitor the "three lists" for compliance. Meanwhile, we need to intensify risk mitigation in critical sectors like finance and real estate, stay alert to emerging risks, and resolutely maintain the non‑negotiable baseline of lawful and compliant operations. We need to focus on key challenges and pursue improvements in both quality and efficiency across critical areas—including institution building, case management, foreign‑related rule of law, and digital enablement. We shall strengthen the talent foundation and forge a first-class legal workforce.
The responsible official from the Policy and Regulation Bureau of the State-owned Assets Supervision and Administration Commission of the State Council praised China Minmetals for its achievements in rule‑of‑law development and offered advice on further enhancing the enterprise's legal system.
The meeting reviewed the overall progress in building a law‑based China Minmetals over the 14th Five‑Year Plan period and set out the company's legal work for 2026 across five key areas: ensuring major projects are lawful and compliant, deeply integrating the compliance management system, strengthening the value‑creation role of case management, upgrading the international legal framework, and advancing digital contract management. The meeting announced the Decision on Commending Outstanding Individuals in the Construction of a Law-Based China Minmetals during the 14th Five-Year Plan Period. The Legal, Compliance and Risk Control Department released the Legal Compliance Risk Alert List for Overseas Mining and presented its annual typical case studies. Representatives from Minmetals Mining, China ENFI, and the Khoemacau Mine, as well as outstanding individuals, shared their experiences and insights.
The meeting was attended—either in person or via video conference—by senior executives from outside the leadership team, heads of relevant headquarters departments, full-time directors (as applicable), principal leaders of directly managed enterprises, deputy leaders overseeing legal work, general counsels, and legal staff.
