On April 27, the Science and Technology Committee of China Minmetals held its second plenary meeting of 2026. Chen Dexin, Secretary of the Party Leadership Group, Chairman, and Director of the Science and Technology Committee of China Minmetals attended the meeting and delivered a speech. Wang Jiezhi, Deputy Secretary of the Party Leadership Group, Board Director, and Deputy Director of the Committee, was present at the meeting. Wang Xingquan, member of the Party Leadership Group, Deputy General Manager, and Deputy Director of the Committee, chaired the meeting.

The meeting conveyed and studied General Secretary Xi Jinping’s important article titled "Striving Forward Toward the Grand Goal of Building a Technological Powerhouse", published in the 7th issue of Qiushi Journal in 2025. The meeting underscored the importance of thoroughly studying and implementing General Secretary Xi Jinping's important instructions. It urged full alignment of thinking and action with the CPC Central Committee's decisions on technological innovation, and reaffirmed commitment to achieving high-level self-reliance and strength in science and technology. The meeting also highlighted the need to accelerate the transformation and industrialization of R&D outcomes, leveraging scientific and technological expertise to create new growth drivers and strengths for China Minmetals.

The meeting was briefed by five science and technology professional committees on their key work plans for 2026, and also heard from the Science and Technology Office on the committees' operating and management mechanisms. In addition, it reviewed the construction plan for a pilot robotic platform for non-coal underground mining.

The meeting underscored the importance of fully implementing the guiding principles of China Minmetals' annual work conference and annual science and technology innovation conference, recognizing that science and technology are crucial to the company's high-quality development during the 15th Five-Year Plan period. It called for strengthening core functions and enhancing core competitiveness through scientific and technological innovation. It called for deeply integrating technological and industrial innovation, carrying out the key "Five Focuses" tasks effectively, put in place a "Four-Level Linkage" management system, and reinforce the "Four Pillars" to sharpen its innovation mechanisms—ultimately enhancing the impact of sci-tech innovation across China Minmetals.

The meeting urged the science and technology professional committees to enhance their leadership and sense of responsibility, remove obstacles to collaboration, and find a balanced approach between support and incentives. The committees shall also serve as sources of strategic, technical, and achievement‑oriented guidance. We shall stay focused on our core responsibilities and main lines of business, foster innovation‑driven growth, shore up foundational strengths, and develop new engines of growth. This will enable traditional industries to sharpen their competitive edge, while also strengthening and supplementing industrial chains—ultimately building the Minmetals brand in high‑purity metals and new materials. Meanwhile, we need to make proactive, forward‑looking plans to capture opportunities in future industries, including deep‑sea and deep‑earth sectors, thus laying a robust technological groundwork for high‑quality development. Systems and mechanisms shall be improved, backed by stronger support. The transformation of research achievements requires robust mechanisms; the national innovation center shall produce concrete results; and talent incentives shall offer people a real sense of reward. Only then can the internal momentum for sci‑tech innovation be fully and continuously unleashed. Safeguarding confidentiality in scientific and technological innovation is essential. This requires raising awareness among R&D personnel, strictly enforcing confidentiality systems, and building robust defenses for technological security.

Principal leaders of relevant headquarters departments of China Minmetals and expert members of the Science and Technology Committee attended the meeting.
