Q1 sees good start in high-quality development and a solid beginning for the 15th Five-Year Plan —China Minmetals holds Q1 Operating Performance Benchmarking Analysis Meeting and April Operating Analysis and Scheduling Meeting

On the morning of April 22, China Minmetals held its Q1 Operating Performance Benchmarking Analysis Conference and April Operating Analysis and Scheduling Meeting, with the aim of studying and advancing key near-term priorities. Chen Dexin, Secretary of the Party Leadership Group and Chairman of China Minmetals Corporation, attended the meeting and delivered a summary speech. Wang Jiezhi, Chen Jianguang, and Xu Jiqing, leaders of China Minmetals Corporation, were present at the meeting.

General Secretary Xi Jinping’s significant article, "Key Tasks for Current Economic Work", which was published in the fourth issue of Qiushi magazine in 2026 was discussed and analysed at the meeting. The meeting noted that re-understanding, re-benchmarking and re-implementing General Secretary Xi Jinping’s important article are inevitable requirements for continuously enhancing ideological awareness, anchoring the goals of reform and development, and addressing internal and external challenges scientifically at this critical juncture of summarising the first quarter and deploying the second. In light of the current situation, China Minmetals shall gain a thorough understanding of the key objectives set out in the 'Eight Adherences', strictly implement the work requirements from the Party Leadership Group meeting and boost effective investment. China Minmetals will also cultivate and develop new productive forces of high quality, drive reform and prevent and defuse risks in key areas. It shall steadfastly pursue cost-conscious operations and meticulous management to enhance efficiency, as well as reform and innovation. Furthermore, China Minmetals shall consolidate and expand the momentum of stable and positive economic performance to ensure the smooth achievement of the 'half-year targets' in the second quarter.

The meeting underscored that in the first quarter, China Minmetals ensured smooth and orderly safety and environmental operations, achieved steady improvements in operating performance, steadily strengthened resource security, solidly advanced technological innovation, made deep breakthroughs in reform, enhanced risk prevention and control, and maintained robust Party building. Next, we shall thoroughly study and implement General Secretary Xi Jinping's important directives concerning central state-owned enterprises. We shall earnestly fulfil our responsibilities and mission, continuing to carry out safety and environmental protection work with constant vigilance. We shall make solid progress in addressing issues identified during the 'follow-up review' of the central inspection, ensuring that 'half the time has passed and half the tasks have been completed'. We shall also provide in-depth education and training on developing a correct understanding of political achievements, and take practical, concrete actions to drive the implementation and effectiveness of key tasks.

The meeting also conveyed and studied the spirit of the meeting of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) on the digital and intelligent transformation of financial management and penetrating supervision in central state-owned enterprises, and outlined measures for implementation. It further reported on China Minmetals' first-quarter progress across multiple areas, including the implementation of tasks under the annual work conference supervision mechanism, safety and environmental protection, benchmarking and production or operations management, routine performance assessment, R&D investment and breakthroughs in key core technologies, as well as the benchmarking of operating assets. Hunan Nonferrous Metals and Minmetals New Energy presented a report on their progress and results in cost benchmarking.

The conference was conducted via an "on-site + video" format. Those attending the meeting included senior managers from China Minmetals who are not on the executive leadership team, the heads of all headquarters departments, and the relevant full-time directors. The leadership teams and heads of the relevant departments from the directly managed enterprises and key subsidiaries were also present at the meeting.
