On January 31, Chen Dexin, Secretary of the Party Leadership Group and Chairman of China Minmetals, went to Guochuang Company and Changsha Institute of Mining Research (CIMR) for research, visited officials and employees, and held discussions and exchanges with them. Chen Dexin visited the digital exhibition hall of CIMR, listened to work reports from Guochuang Company and CIMR, learned about the construction progress of the National Technological Innovation Center for Efficient Development of Strategic Rare Mineral Resources, the implementation results of CIMR's "14th Five-Year Plan," and the formulation of the "15th Five-Year Plan." He affirmed the establishment of Guochuang Company, CIMR's technological innovation work, and the mental outlook of the officials and employees, encouraging everyone to make persistent efforts and work with practical actions to achieve a high-level start for the opening of the "15th Five-Year Plan."

Chen Dexin emphasized that it is necessary to deeply study and implement the important instructions made by General Secretary Xi Jinping on the work of central SOEs, earnestly implement the requirements of China Minmetals' annual work meeting, firmly shoulder responsibilities and missions, and focus on the strategic positioning of the "National Team for Resource Guarantee and Main Force for 'Two-New' Services," continuously enhancing core functions and improving core competitiveness to better serve the overall work of the Party and the state. It is necessary to base actions on the real economy, strengthen breakthroughs in key core technologies, promote deep integration of technological innovation and industrial innovation, and actively participate in building a modern industrial system with advanced manufacturing as the backbone. It is necessary to consciously arm the mind, guide practice, and promote work with the Party's innovative theories. Adhering to the Party's political building as the guide, efforts should be made to continuously strengthen the building of leadership teams, strive to build a high-quality talent team, and effectively carry out the "recruitment, cultivation, retention, and utilization" of high-end talents. It is necessary to carry out the "Year of Party Building Enhancement" action in a practical and detailed manner, promoting the leap of primary-level Party organizations from "tangible coverage" to "effective coverage," and facilitating the deep integration of Party building with production operations and technological innovation. Chen Dexin also put forward clear requirements for the next stage of Guochuang Company's development, emphasizing the need to anchor to China Minmetals' core function of "guaranteeing the supply and security of national metal and mineral resources," focus on main responsibilities and core businesses to coordinate the allocation of all factors including "people, finance, materials, and business," build an efficient and collaborative innovation system, increase industrial cultivation and incubation, and create a platform for technological resource integration, a technological innovation policy experiment platform, and an industry-university-research integration development platform for China Minmetals.
