On July 11, Zhu Kebing, President of China Minmetals, chaired a research seminar for the company’s R&D and design institutes in Beijing. The event was held to thoroughly study and implement the guiding principles of President Xi Jinping’s important speeches and instructions regarding the formulation of China’s 15th Five-Year Plan, and to jointly map out the development plan for China Minmetals for the next five years. Wang Xingquan, Senior Vice President of China Minmetals, was present at the seminar.
The seminar featured presentations from five entities—Minmetals Exploration & Development Co., Ltd., MCC Central Research Institute of Building and Construction, Beijing Metallurgical Equipment Research Design Institute, China ENFI, and MCC Capital Engineering & Research Incorporation Limited—focusing on topics such as the completion status of their plan set for the 14th Five-Year Plan period, the strategic approach for formulating the plan set for the 15th Five-Year Plan period, and key initiatives for technological and industrial development. Following the presentations, participants offered their opinions and suggestions for the formulation of China Minmetals’ plan set for the 15th Five-Year Plan period and engaged in in-depth discussions.
In his speech, Zhu Kebing pointed out that it is essential to firmly grasp the strategic mission and functional orientation of central state-owned enterprises. He called for focusing on the “three concentrations,” fulfilling the “three functions,” and striving to be the “three vanguards,” while continuously strengthening core capabilities and improving core competitiveness. He stressed the need to earnestly review the experiences and shortcomings of the “14th Five-Year Plan” period, conduct in-depth analysis of industry trends, and focus on key and difficult issues to scientifically formulate development positioning, set targets, and define key measures.
Zhu emphasized that the top-down coordination of the planning must be enhanced. The formulation of plans by each enterprise must be closely aligned with China Minmetals’ overall strategy and industrial plans to find their proper positioning and proactively make optimizations and adjustments in accordance with the plan's guidance. Industrial positioning must be reinforced, clarifying the unique value of each enterprise within China Minmetals’ business ecosystem to avoid internal homogenized competition and the waste of resources. He said that it is crucial to conduct a thorough analysis of the strengths of the R&D and design institutes, clearly identifying and consolidating the “First Curve” of core-competence businesses, proactively developing the “Second Curve” of growth businesses, and strategically planning for the “Third Curve” of future innovative businesses. He concluded by highlighting that the leading role of sci-tech innovation must be fully leveraged. Supported by technological advancement, the company must promote the deep integration of scientific and technological innovation with industrial innovation, break through institutional and mechanistic constraints, and actively explore methods such as technology incubation, capital operations, and business model innovation to cultivate new sources of profit and drivers of growth.
