The Science and Technology Committee of China Minmetals Holds the First Plenary Meeting of 2025 and Seminar on the Planning for the "15th Five-Year Plan" Period

On June 30, 2025, the Science and Technology Committee of China Minmetals held the first plenary meeting of 2025 and seminar on the planning for the "15th Five-Year Plan" period(2026-2030). Chen Dexin, who serves as Party Group Secretary and Chairman of China Minmetals, and Director of the Science and Technology Committee, delivered a speech at the meeting. Zhu Kebing, who serves as President and Deputy Party Group Secretary of China Minmetals, and Director of the Science and Technology Committee, presided over the meeting. Wang Jiezhi, who holds the positions of Deputy Party Group Secretary and Board Director of China Minmetals, and concurrently serves as Deputy Director of the Science and Technology Committee, was present at the event. Wang Xingquan, who serves as Party Group Member and Vice President of China Minmetals, and Deputy Director of the Science and Technology Committee, announced the list of the members of the first Science and Technology Committee. 

At the meeting, the participants conveyed and studied the guiding principles contained in the important speech delivered by General Secretary Xi Jinping at a meeting conflating the national sci-tech conference, the national science and technology award conference, and the general assemblies of the members of the Chinese Academy of Sciences and the Chinese Academy of Engineering. As pointed out at the event, General Secretary Xi Jinping's important speech provides scientific guidance for promoting the development of China's science and technology in the new era and on the new journey. China Minmetals should implement the action plans for "five focuses". To be specific, by effectively utilizing the new system for mobilizing the resources nationwide and the strengths of technology finance, it should foster the integrated growth of the science and technology sector, nurture emerging and future industries, and support the advancement of new quality productive forces. 

The participants were briefed on the establishment and operation of the Science and Technology Committee, the priority research areas for 2025 designated by 9 specialized subcommittees, and the strategic framework for the science and technology initiatives set for the "15th Five-Year Plan" period. It is stressed at the meeting that China Minmetals should elevate the political stance. Specifically, China Minmetals should stand on the political height of implementing the guiding principles contained in the important instructions of General Secretary Xi Jinping and serving as the "national team" for scientific and technological innovation. It should fulfill its original mission of "serving and reinvigorating the country through the metals and minerals industry" and work to achieve in-depth transformation and upgrading. Besides, to address the practical problems, it should deepen the reform of the sci-tech systems and mechanisms, and endeavor to tackle shortcomings in scientific and technological innovation. Based on the above, the establishment of the Science and Technology Committee boosts profound significance. By focusing on the defined responsibilities and functions, the Science and Technology Committee must effectively serve as a strategic leader and a central coordinator. By assessing technology trends and industrial pathways from a forward-looking perspective, the committee should fortify the science and technology industry. Through the efficient mobilization and integration of both internal and external scientific resources at China Minmetals, it should build high-level science and technology platforms. Besides, it should deploy major scientific and technological projects to drive significant technological breakthroughs and the industrialization of scientific and technological achievements. A multi-faceted approach should be adopted to significantly enhance the attraction and cultivation of scientific talents, cultivating a high-level echelon of innovative personnel. It should keep exploring reforms in the sci-tech innovation systems and mechanisms to fully energize innovation. Moreover, it should vigorously implement the planning set for the "15th Five-Year Plan" period and strategically map out the development of sci-tech innovation. Through the planning process, it should break down institutional and systemic barriers that hinder sci-tech innovation, achieving "market-oriented operation, contract-based management, responsibility-led operation, and goal-driven evaluation", thereby effectively resolving the issue of the disconnect between sci-tech and industry. 

Participants included the main heads from China Minmetals' headquarter departments and directly-managed enterprises, as well as expert members of the Science and Technology Committee.
