On the occasion of the 24th National Work Safety Month campaign, China Minmetals thoroughly studied and implemented the spirit of important expositions and instructions given by General Secretary Xi on work safety. On that basis, the Company combined the campaign with the three-year action plan for tackling root causes in work safety, and the annual work safety deployment, and took various measures to deepen and substantiate the Work Safety Month campaign in a systematic and coordinated way.
To ensure efficient and orderly progress of the campaign, on May 23, China Minmetals held the Meeting of the Work Safety Committee. This meeting conveyed and studied the guiding principles of important directives and instructions of General Secretary Xi Jinping, reviewed the Activity Plan for 2025 Work Safety Month, outlined the work plan for the next stage, and made a general management for various work safety initiatives, using the Work Safety Month campaign as an opportunity. The activity plan refined and adjusted relevant requirements in accordance with the actual situation and business mode of China Minmetals, and put forward activities featuring “Five Ones”, that is, organizing one training on standards for determining the potential risks of major accidents, organizing one training on one thing management across the entire supply chain, holding one mine safety management site meeting, launching one on-site investigation and inspection, and organizing an emergency drill. The plan added the characteristics of China Minmetals to activities, and injected into the connotation of China Minmetals.
On the eve of the campaign, China Minmetals issued the China Minmetals’ Proposal on 2025 “Work Safety Month”, calling on all officials and employees to conduct thorough inspections of potential risks in the equipment and operation process based on their own position in accordance with the Standards for Determining the Potential Risks of Major Accidents with a focus on the theme: “Everyone Promotes Safety Awareness, Everyone Can Handle Emergencies - Investigate Hidden Safety Hazards Around You”, and transform knowledge into the ability to "be able to respond to emergencies and avoid risks" at critical moments, thus building a strong line of defense with sustained efforts. China Minmetals' official WeChat account and other self-owned media platforms also simultaneously launched the corporate culture concept system- safety culture, and promoted and implemented the safety culture of China Minmetals again from the aspects of cultural concept, concept interpretation and practical requirements, thus continuously strengthening the safety awareness of all employees, and effectively creating a strong atmosphere for the activities.
All subsidiaries responded quickly, took active measures, and saw responsibilities are fulfilled. They watched cautionary videos and thematic videos on “Work Safety Month”, and enriched the content and the form and refined the measures based on the characteristics of the industry and their own actual situation, thus delivering more substantial and concrete outcomes. Recently, Metallurgical Corporation of China Limited launched the 2025 “Work Safety Month” campaign with the “1+4M+5N” model. The main venue was in the Huahai District Project of the North China University of Science and Technology Affiliated Hospital of China MCC 22 Group Corporation Ltd., and set up East China, Central China, South China, Southwest China regional sub-venues in Shanghai Baoye Group Corporation Ltd., China First Metallurgical Group Co.,Ltd., China MCC17 Group Co., Ltd., and China MCC5 Group Co., Ltd., and sub-venues for special themes including metallurgy, high-speed railway, hazardous chemicals, mining, water affairs in CISDI Group Co., Ltd., MCC Communication Group Co., Ltd., China ENFI, China Huaye Group Company Limited, and MCC Eco-environmental Protection Group Co., Ltd., aiming to create a strong atmosphere of safety month throughout the industry. The whole system sounded a clarion call of safety, organized participants to observe the construction site, and exchanged experience and practices in work safety. Manufacturers of China Minmetals Nonferrous Metals and overseas mines formulated the activity plan for work safety month according to the actual situation and organized a banner-signing event for personnel at the site to build more consensus on pursuing safety. Minmetals Mining Holdings Limited made good use of the five-level screening mechanism, and fully leveraged the role of video in investigating hidden dangers and violations, further regulating employees’ safety behavior. Subsidiaries carefully planned, and carried out a series of education activities on safety. China Salt lake meticulously organized realistic education activities, such as emergency response quiz, skills competition, and emergency evacuation drills, ensuring that safety concept deeply rooted in all members’ heart. China Minmetals Beryllium Co., Ltd specially organized employees to collectively demonstrate commitment to safety, further building a solid defense line for work safety among officials and employees.
In addition, in order to improve the operation guarantee mechanism for work safety, China Minmetals has also revised the Management Measures for Work Safety Responsibility System, clarifying that the work safety responsibility system shall follow the three principles of “the Party committees and administrative departments have the same responsibility, one post holds two responsibilities, all sectors make concerted efforts, and seek accountability for dereliction of duty”, “safety is integral to industry, business, and production management,” and “hierarchical responsibility, hierarchical management, and hierarchical assessment”. The document clarifies evaluation and accountability for the work safety responsibility system in subsidiaries at all levels, further promoting China Minmetals to build a work safety responsibility system with the responsibility system as the core, and providing solid institutional support for the effective implementation of the work safety responsibility system.
Safety is not a moment, and it requires continuous efforts. China Minmetals will thoroughly study General Secretary Xi Jinping's important speeches on Work Safety. Taking Work Safety Month as an opportunity, the company will strengthen education and implementation of safety culture, enhance the safety awareness of all employees, improve the level of safety management, reinforce the foundation for safety management, and fully implement various measures, with an aim to drive the high-quality development of the company with high-quality safety, and effectively maintain a good development environment.
