On September 13, China Minmetals and Chengdu Municipal People's Government signed a strategic cooperation agreement in Chengdu. China Minmetals President, deputy party secretary, chairman of MCC and party secretary Guo Wenqing and Sichuan Provincial Party Standing Committee, Chengdu Municipal Party Committee Secretary Fan Ruiping, Chengdu Municipal Committee, mayor Luo Qiang attended the signing ceremony and witnessed the signing of the two sides.

Under the agreement, the two sides will take the combination of market resources and industrial advantages as a guide and take the all-round cooperation between the key state-owned enterprises and state-owned enterprises in Chengdu as the path. They will work together around the headquarters economic and financial development, manufacturing base, R & D center, infrastructure and comprehensive development and other fields to carry out project cooperation and achieve mutual benefits and win-win development.

Before the signing ceremony, Guo Wenqing and Fan Ruiping held cordial talks, and both sides exchanged views on further enhancing strategic mutual trust and interaction and actively deepening strategic cooperation.

Guo Wenqing thanked the municipal government of Chengdu for giving support to the development of China Minmetals and MCC for many years and introduced the basic situation of the two Fortune 500 companies. Guo Wenqing pointed out that after the successful implementation of the reorganization, the total size of the new China Minmetals assets reached 1.6 trillion yuan, with 240,000 employees in 2016 to achieve operating income of 440 billion yuan, opened up the industrial line from the acquisition of the mine to the exploration, design, construction , mining, mineral processing, smelting to logistics and trade. It is committed to building "China's No.1 and world-class" metal and mining group and has been approved by the SASAC to become the sole state-owned capital investment company in the field of metal and mining. Currently it has a full financial business licenses, nine domestic and foreign listed companies. The assets of the two companies are huge and highly complementary. After the reorganization, the two companies achieved profitability in the first year and the new China Minmetals gradually entered the track of healthy development. At present, it is heading toward the goal of "three steps and two doublings"which was put forward earlier this year.

In the future cooperation with Chengdu, we will construct Minmetals Finance Building in accordance with world-class standards and station it in such financial forms as banking, securities and insurance. We plan to establish a Minmetals Western Capital Clearing House and give full play to the supporting role of financial institutions such as Mianyang Commercial Bank and expand its financial service functions to build Chengdu into another headquarters base for Minmetals' financial sector and provide assistance to Chengdu in building the western economic highlands and western financial centers ; In the construction of assembly-type industrial park, we will base ourselves on Chengdu and radiate the southwest to build a world-class steel structure assembly base in Chengdu, which will help upgrade the urbanization and industrialization of buildings in Chengdu and Sichuan as a whole. In terms of facilities, MCC will actively implement the strategy of "building the national team of metallurgy, the main force of capital construction, the leader of new industries and long-term adherence to the road of high technology construction”, and help the urban infrastructure construction in Chengdu. In terms of human resources supply , We will highlight the advantages of scientific research, technique, talent, and help enhance the competitiveness of Chengdu city in science and technology and human resources.
