Enlarged Learning Meeting of Central Group of Minmetals Party Group Held

Studying the speech delivered by General Secretary Xi Jinping at the conference celebrating the 95th anniversary of the founding of the Communist Party of China (CPC).

On the afternoon of July 5, China Minmetals Corporation held an enlarged meeting for the Central Group of Minmetals Party Group to study the speech delivered by General Secretary Xi Jinping at the conference celebrating the 95th anniversary of the founding of the Communist Party of China (CPC) (hereinafter “July 1 Speech”. Chairman and Party Secretary He Wenbo presided over the meeting and Party members in Beijing attended the meeting.

He Wenbo pointed out that in his July 1 Speech with the theme of “keeping the Party's original aims when marching forward to the future”, General Secretary Xi Jinping provided practical inspirations through reviewing the history, systematically answered the core question of “what kind of party should be built, and how to build the party” under the new historical conditions, thus providing the theoretical guidance and guide to action for the strengthening and improvement of Party building under the new situation. In learning, we need to combine the “July 1 Speech” with the Party theories, especially a series of important speeches of General Secretary Xi Jinping. We should develop a deep understanding of their essence, become more aware of the need to uphold political integrity, keep in mind the bigger picture, follow the CPC as the core of the Chinese leadership, and act consistently with CPC Central Committee policy; while studying the “July 1 Speech”, we should study China's modern history, the Party history, the history of the People's Republic of China, and the history of China’s reform and opening up, so as to further enhance our confidence in the socialist road with Chinese characteristics, our theories, our systems, and in our culture; while studying the “July 1 Speech”, we should solve difficult problems that affect the stability in our reform and development, fully implement the overall plan for promoting economic, political, cultural, social, and ecological progress as well as the Four-Pronged Comprehensive Strategy; while studying the “July 1 Speech”, we should strengthen and improve Party building, so as to ensure the core leadership of the Party in our efforts in building a socialism with Chinese characteristics all the times; while studying the “July 1 Speech”, we should intensify our efforts to study the CPC Constitution, study and implement important speeches, and become a qualified Party member. In action, instead of being a hesitant or bystander, we must play a positive role in promoting and participating in reform and development. When marching forward to the future, we should keep the Party’s original aims in mind, and meet the “eight requirements” with correct thinking, enhanced ideals and faith, and proper directions and ways. We must always be ready to respond to major challenges, guard against major risks, overcome significant resistance, and solve major contradictions. Currently, we are in the process of restructuring and reform. At this time, we should particularly and unswervingly maintain the fighting spirit of the Party exhibited during Party building, which is essential to keep us invincible in our great cause. We must be clearly aware that reform is a new, unprecedented undertaking and a difficult and complex system project that requires experiments and explorations by a great number of pioneering people. It is hoped that leaders and cadres at all levels can keep this in mind and contribute to the comprehensive deepening of our reform through their “great vitality and positive energy”.

Guo Wenqing, General Manager and Party Committee Secretary of Minmetals, shared what he felt when participating in the celebration of the 95th anniversary of the founding of the CPC and listening to the speech of General Secretary Xi Jinping. He pointed out that the important speech of General Secretary Xi Jinping reviewed the history of the Party as part of China’s 5,000 years of long history, systematically described the historical conditions and great significance of the birth of the Party, and stressed the original aims of the Party ever since its founding: to struggle for the people and the communism. He also called upon all Party members to “keep the Party's original aims when marching forward to the future”. Under the new historical conditions, we should seek innovations and adhere to our traditions in reform and development. At present, the principal social contradiction remains the same, so we should still uphold economic development as the central task, the Four Cardinal Principles as the foundation for the nation, and the reform and opening up as the road to make the country powerful. In the future, we should still inherit the spirit of “building the nation”, so as to make more outstanding achievements based on our past achievements. He stressed that after the restructuring of MCC, Minmetals is standing at a new starting point. We must be careful for our next step. To take the next step, we must continue to maintain the fine tradition of overcoming difficulties through arduous struggle, do every piece of work and solve every problem, make extraordinary achievements in our ordinary work, and open up a new situation in the development of our business.

Deputy Party Secretary Dong Mingjun announced the “Circular of the General Office of the Central Committee of the CPC upon the Study and Implementation of the ‘Speech of General Secretary Xi Jinping at the Conference Marking the 95th Anniversary of the Founding of the CPC’”.

Party members of Minmetals had in-depth exchanges of their learning experiences about the speech based on their actual work. All the members present at the meeting believed that the “July 1 Speech” of General Secretary Xi Jinping had firmly grasped the development trend of the times. It is, therefore, theoretically relevant and epochal. It is a political declaration on great struggle with new historical features under the new historical conditions, and a programmatic document that guides the Party members to vigorously promote the great cause of socialism with Chinese characteristics and fully promote the new great undertaking of Party building. Greatly educated, inspired and encouraged by the speech of General Secretary Xi Jinping, everyone has developed a consensus: the Communist Party of China is great and strong. Next, greater efforts should be made to further study and enhance the “consciousness in four aspects”; to keep making Minmetals more excellent and competitive, more energetic, more influential, and more resistant to risks, and preserve and increase the value of state-owned assets; to continue to strengthen Party building of Minmetals to give full play to the role of the Party organization of the state-owned enterprise as a political core; to remain loyal, clean, and responsible, so as to contribute to the realization of the Two Centenary Goals (to finish building a moderately prosperous society in all respects by the time the Communist Party of China celebrates its centenary in 2021; and to turn China into a modern socialist country that is prosperous, strong, democratic, culturally advanced, and harmonious by the time the People’s Republic of China celebrates its centenary in 2049); to strengthen supervision and discipline enforcement and follow the zero tolerance policy against corruption; to enhance cultural confidence in business restructuring and combination; to summarize law by reviewing the past, enhance courage, confidence and strength by looking into the future, so as to solve current difficulties and problems; to build confidence and cohesion of the people, and keep business innovations and development. At the meeting, the Party Building Division read the “July 1 Speech” in a guiding way, introducing the core content and 8 tasks for “keeping the Party's original aims when marching forward to the future” in terms of historical review and practical inspirations.

Finally, on behalf of the Party group of Minmetals, He Wenbo made a four-point proposal for the study and implementation of the “July 1 Speech”: first, to strengthen organization and leadership. All personnel in charge of the units should take primary responsibilities for studying and implementing the guidelines given in the speech in their unit; leading cadres should set an example and take the lead in studying in a profound and deep way; they should strengthen guidance to their Party organization, make clear work requirements and supervise the implementation of the study. Second, to timely organize and carry out seminars. Grass-roots Party branches should study and discuss the guidelines in a centralized manner through a variety of forms, including Party branch meetings, Party member meetings or Party team meetings; Party committees at all levels should include the guidelines in the study plans of their central group and timely carry out studies and discussions. Third, to actively promote and lecture the guidelines of the speech. All units should, based on their actual conditions and the guidelines, provide publicity and lectures to grass-roots Party members, cadres and the masses. Fourth, to provide publicity and guidance and create a good learning atmosphere. All units should, through all types of means and media of propaganda, profoundly explain and interpret the guidelines of the speech, publicize the enthusiastic response to the speech from the cadres and masses, and make public the specific practices and achievements of each unit in studying and implementing the guidelines of the speech and in using them to solve practical problems.

Nearly 50 people, including Minmetals chief economist, trade union president, full-time assistant to the general manager; leadership members of MCC & MCC China; principal persons in charge of the functional departments of Minmetals; Party and government leaders of units in Beijing and directly under Minmetals; the chief engineer, chief accountant, chief economist, general counsel, and assistant to the general manager of MCC China; and principal persons in charge of the General Office, Corporate Strategy and Management Innovation Division and Party and Mass Affairs Division; sat in on the meeting.
