China Minmetals Holds the Meeting of Work Safety Committee and Leading Group for Emergency Management

On October 20, China Minmetals held its fourth meeting of Work Safety Committee and the meeting of Leading Group for Emergency Management. Chen Dexin, Party Group Secretary, Chairman of China Minmetals, and Deputy Director of the Work Safety Committee, chaired the meeting and delivered a speech. Zhu Kebing, Deputy Party Group Secretary, Director, President. Members of the China Minmetals leadership team attended the meeting.

The meeting conveyed and studied the guiding principles of President Xi Jinping’s important expositions on work safety, emergency management, and the work plan for the next stage. The meeting deliberated and approved the Action Plan of the Three Special Rectification Operations in Construction Area of China Minmetals.

The meeting pointed out that the fourth quarter was faced with heavy workloads in production and operation, and project construction, which may easily lead to the occurrence of accelerated project timelines, and high-intensity work. In addition, the increased frequency of hazardous weather during the autumn-winter transition period, including rain, snow, freezing conditions, and cold waves, as well as multiple risk factors, posed significant challenges to work safety. Subsidiaries at all levels shall further maintain firm political position, resolutely avoid taking chances and uphold the sense of responsibility of “always being vigilant” to implement all safety requirements, ensuring that work safety risks are under control during the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, and the fourth quarter.

The meeting highlighted that subsidiaries at all levels should maintain a clear understanding of the current severe situation, continue to take the guiding principles of President Xi Jinping’s important expositions and instructions as the fundamental basis, and uphold the three principles of coordinating high-quality development with high-level security, applying forward-looking mindset to prepare for low-probability events, and prioritizing preventive measures. It is imperative to further adopt a problem-oriented approach and enhance risk prevention and control in key areas, including building construction, mining and mineral processing, fire safety, equipment upgrades, and overseas projects. It is essential to strengthen the sense of responsibility, adhere to a work style of "working hard and delivering tangible results," and shift the management focus to the frontline. Solid efforts should be made to effectively drive the "Thunderbolt Initiative" and the "Three Special Campaigns." The full-chain approach for individual cases should be used to ensure practical and thorough rectification, thereby continuously consolidating and deepening the effectiveness of rectifications after inspections. It is important to prepare to deal with extreme-case scenarios and enhance emergency preparedness and response through conceptual readiness, institutional mechanisms, and internal-external coordination. It is vital to guarantee the fulfillment of responsibilities and promote the effective implementation of workplace safety and emergency management measures from the top down, thus ensuring stable and orderly production in China Minmetals.
